The Kue'sahn Ministrate (Japanese: クエーサー大臣国, Kuēsā Daijinkoku), lesser known as the Quasar Administration, is a small but formidable nation that lies within the confines of the Nauticus Sector and Norma Arm of the Gamma Quadrant of the Milky Way galaxy. Originating from a consolidation of multiple megacorporations into a formidably capitalist and democratic system in order to resist the influences and power of the Menschlicher Sternenstaat and Sinica, the current chaotic climate of the Gamma Quadrant has forced the Ministrate into adopting a heavily authoritarian aspect of its own self-preservation and corporate interests, using the excuse of astropolitical pragmatism in joining the humanocentric alliance of the Interstellar Compact of Collective Human Harmony as an observer to affirm financial and political security.
It has fought numerous wars, both large and small, between itself and various organizations and nation-states — the most notable of which being the Sternenstaat. However, a cold war began between the two countries from 726 onward until 790 (a period of 64 years) that was punctuated by intense espionage and proxy conflicts that has come to be known as the Southern Nautican Conflicts. These conflicts, although still occurring in low intensity, have mainly subsided due to the Ministrate's observer status in the Compact and its increased anxiety towards greater threats than even the Sternenstaat, such as the Weld.
Although a fiercely capitalist and cosmopolitan country, the Kue'sahn Ministrate nevertheless carries no formal memberships in galactic commercial guilds or economic organizations. Most of the profits of the country are generated from mining monopolies it has seized from the Sternenstaat or in far-off locations across the Gamma Quadrant, in addition to extensive background commercial connections to companies and corporations in the other three quadrants. The tricameral legislature of the country, the National Convocation of Kue'sah, assures corporate dominance through the inclusion of a corporate chamber of parliament.
